In a saucepan, boil 1 cup of water and chocolate. Stir until the chocolate has fully dissolved. Set aside.
Rinse rice until the water is no longer cloudy. Boil 4 cups of water in a pot and add the rinsed rice. Reduce to a simmer, stir occasionally, and allow to cook for about 10-15 minutes or until thickened.
Stir in the chocolate mixture, sugar if desired, and salt. Allow to cook for a few more minutes.
Serve in a bowls with a drizzle of condensed milk and top with dried anchovies.
